  OH, use a special bowser to down load it.  I think that worked for a number of people.   I do not Feel it likes  Microsoft Edge.  Test downloading it on another Personal computer.  Then you can certainly  copy the  .exe install file in your Laptop.  How can I open up my e-loaded 2013 Turbo Tax return? It’s in my saved information. Ha
